December
the 21st 1988 the Europe union has emitted a directive
about of “reproaching of the legislative
dispositions, prescribed and administrative of
the members states about products construction”.
The directive is codified like 89/106.
From that day, it has been begun to speak (and
work) relatively to the mark CE of the windows:
in fact, the directive that is speaking about
is concerning of all construction products, included
the windows, consider like products for the building.
In the future, than, all constructor products
shall be characterizes to the mark CE.
But, dose what serve this mark? And why has it
been created to the union Europe?
The mark CE concurs to consider a product “suitable
to the use”, and it can be put in the Europe
market.
The suitable to the use of the product, evidenced
to the mark CE, is estimated with the conformity
of the product with harmonized norms (and this
is the case of the windows) with a European technical
approval or to a specification not technical harmonized
recognized to European level.
A suitable product to the use, mark CE, can circular
and used being liberations, incompliance with
the destination in all union Europe.
The conformity of the harmonized norms of a product
is assured through the application of production
control procedures applied from the producers,
and through tests procedures applied from others
independent.
This, therefore, is the real value and meant of
the mark CE: the window marked is considered ”suitable
to the use” and to the previewed employment
and only in this way, can be lunched in the market.
But does what it mean for a window to be a suitable
to the use?
It means to guarantee the satisfaction of essential
requirement, specify in the same directive 89/106;
for the outside windows, the requirements are
the follows:
- Emergency in case of fire (only for windows
constructed to carry out this function)
- Hygiene, health and atmosphere
- Emergency in the employment
- Protection against the noise
- Energetic saving and retention of the heat.
In front of the definition of
such requirement, they have been realized specific
technical norms, that they concur to quantify
the performances offered from the windows, and
to verify the ability to satisfy the prescribed
essential requirements from the directive.
Here therefore the true one
meant of the tests and laboratory check up on
the windows:

To measure the performance
- To verify that they satisfy requirement over
expressed
- To control the suitability to the use of the
product
- To be able to arrive to the mark CE of the
windows
-….to be able to lunch it in the market

The
European directive 89/106 today is an Italian
law, being be receipted from DPR n.246 of 21/04/1993
that regulated the performance; the project of
norm PR EN 14351 that has gone in voting in the
25/10/2004, when it will be converted in the norm
EN 14351 will constitute the harmonized norm for
windows and doors-windows for outside (it is previewed
based on the sources of CEN in August 2005).
Finally, it’s good remember that the only
one responsible of the all mark process CE is
the producer: he will be the only one that will
do carry out in a specific laboratory, the first
tests. He will have to check our production, he
will have to predispose the informative documentation
for the customer, he will have to mark the product.
